DESIGN COMPETITION PROCESS IN GERMANY

The design competition, a method and procedure for a design project to review and determine each proposal from designers to ordering agencies, should be operated in an orderly and fair manner under the three standards: transparency, equal treatment with non-discrimination and fairness. Furthermore, arguments on specific directions to ensure these standards are being continuously discussed domestically and internationally for each era and region. In response, this study aims to understand the German design competition process simultaneously as to present specific measures for the development of domestic design competition operations in Korea. This study had been conducted through the following process and research methods according to each phase. As starting with a review of domestic research trends on design competitions, this study had performed a theoretical analysis of the current status of design competitions, judging committees and achievements in Germany from the literature review. Subsequently, this study had investigated the German cases of the design competition for the Masterplan Beckersberg and the Stuttgart University Dormitory. It had analyzed the pre-workshop for local residents, the public briefing for the local residents and the screening phase on the design plans, composition for the judging committee with the standard for contract negotiation, the examination report with evaluation content announcement in the German cases of the design competition, respectively. Significantly, the case study subjects were selected as different scaled projects for city and architecture, and they were all recently promoted in the form of realization and idea competition and limited competition.
